INTRODUCTION
The SC Budget and Control Board, Office of Research and Statistics
(ORS) is a nationally recognized state government agency, known for
its reputation for unparalleled data stewardship and the most
complete health and human services data capability in the United
States.
The ORS, an entity with no regulatory functions in South Carolina
state government, is the central setting housing healthcare data,
human services data, education, law enforcement, public safety data
and numerous other administrative databases. The ORS, those state
agencies, and other organizations recognized the need for program
evaluation and outcomes that encompassed information from other
systems. The need to better understand disparities that exist in
health, education, law enforcement and social services was also a
driving force to integrate data from these systems, resulting in the
South Carolina Data Warehouse. These data serve as the foundation
for most projects and initiatives.
